Establishes a new annual fee on utility operators (capped at $200,000 total) based on notification volume to fund Board operations and activities.

Expands facility marking requirements to include operator identity marked at beginning point, 200-foot intervals, and end point of excavation areas.

Modifies excavation notice location descriptions to allow single parcels exceeding 1/4 mile or up to five adjoining parcels, replacing the previous distance/address limits.

Changes facility dimension marking intervals from every 25 feet to every 50 feet for facilities greater than four inches in diameter or width.
