Changes timing for collecting system development fees for land subdivision from plat recordation to building permit application, effective January 1, 2021.

Requires proof of system development fee collection before building permit issuance when the fee-charging entity differs from the permit-issuing entity.

Allows system development fees paid at plat recordation to apply to future building permits if capacity has not increased; charges additional fees only for increased capacity amounts.

Permits shared sewers between main buildings and accessory buildings on the same lot to be deemed permitted under existing regulations without separate permits.

Allows revenue from system development fees using combined cost method to be expended for previously completed capital improvements and rehabilitation projects, effective July 1, 2020.
