Removes the automatic classification of dogs trained for dog fighting as "dangerous dogs," requiring case-by-case determination instead.

Defines "dangerous dog" as a dog that without provocation has killed or inflicted severe injury on a person, or is determined to be potentially dangerous based on specific behaviors.

Requires county or municipal animal control to designate a person or board to determine dangerous dog status and a separate appellate board to hear owner appeals, with hearings scheduled within 10 days of written objections.

Allows appeals of animal control determinations to superior court within 10 days of the appellate board's final decision, with de novo review by a superior court judge.

Becomes effective October 1, 2019.
