Allows Franklin County Schools and Nash-Rocky Mount Schools flexibility in setting school opening dates no earlier than the Monday closest to August 19 (instead of August 26) upon showing of good cause.

Defines "good cause" as schools in the district being closed at least 8 days per year during any 4 of the last 10 years due to severe weather, energy shortages, power failures, or other emergency situations.

Requires school calendars to provide sufficient days to accommodate anticipated makeup days due to school closings when using the earlier opening date.

Maintains existing requirements that closing dates be no later than the Friday closest to June 11 and that schools meet minimum instructional days and time requirements.

Effective beginning with the 2019-2020 school year.
