House Bill 888 Summary

• State Board of Education shall adopt and disseminate guidelines to public schools ensuring free appropriate public education for students with sickle cell disease, consulting with the Department of Health and Human Services and Section 504 coordinators.

• Guidelines must include procedures for individual care plan development at parent request, regular plan review, reasonable accommodations consistent with federal law, and staff development training for school personnel.

• State Board of Community Colleges shall adopt a uniform policy requiring community colleges to offer students with sickle cell disease the opportunity to develop accommodation plans at the beginning of each semester and any time during the semester.

• Board of Governors shall adopt a uniform policy requiring constituent institutions to offer similar accommodation plan opportunities to students with sickle cell disease, with grievance procedures and semester reviews.

• Sections apply beginning with the 2019-2020 school year for public schools and the 2019-2020 academic year for community colleges and constituent institutions.
