Establishes tuition grant program for North Carolina School of Science and Mathematics (NCSSM) graduates who enroll full-time at University of North Carolina constituent institutions, covering up to four academic years beginning with 2019-2020 school year graduates.

Recipients must submit letter of intent to remain North Carolina residents for at least four years after graduation; Authority may waive continuous enrollment requirement if student experiences military service obligation, serious medical debilitation, disability, or extraordinary hardship.

Grant amount covers tuition cost at enrolled institution but cannot exceed cost of attendance; reduced proportionally if student receives other scholarships or grants to prevent exceeding total cost of attendance.

Establishes North Carolina Tuition Grant Fund Reserve administered by Authority with returned grant funds and interest; limits administrative costs to no more than 5% of appropriated funds.

Appropriates $2,200,000 in recurring funds for fiscal year 2019-2020 and $2,200,000 in recurring funds for fiscal year 2020-2021; act becomes effective July 1, 2019, with grant awards beginning 2020-2021 academic year.
