Requires all public elementary and secondary schools, charter schools, and nonpublic schools with 50+ students to adopt green cleaning policies using environmentally sensitive products and biodegradable food service policies when economically feasible.

Schools unable to adopt these policies due to increased costs must provide annual written notification to the Department of Public Instruction explaining the economic infeasibility.

Directs the Department of Health and Human Services, Department of Public Instruction, State Board of Education, and stakeholder panel to establish and annually update guidelines and specifications for green cleaning and biodegradable food service products by 180 days after the act's effective date.

Requires local school administrative units and charter schools to report annual energy and water usage to the Department of Public Instruction by January 31 each year using EPA/Department of Energy management portfolio tools.

Allows schools to deplete existing cleaning and food service supplies before implementing new requirements and contains no state funding requirement for implementation; act effective for the 2019-2020 school year.
