Establishes the Opportunity Gap Task Force consisting of 14 members, including 3 House members, 3 Senate members, and 8 representatives from education and business organizations, with appointments due by August 1, 2019.

Task Force shall study opportunity gaps in K-12 academic performance and postsecondary readiness between students of different races, ethnicities, socioeconomic statuses, genders, English-language proficiencies, and geographic locations.

Task Force must consider best practices in professional development, parental involvement, disciplinary disparities, school leadership, data use, access to rigorous coursework, technology, and innovative budgeting practices.

Task Force shall gather input from parents, teachers, principals, superintendents, and organizations with success in closing opportunity gaps, and must submit a final report with recommendations and implementation benchmarks to the Joint Legislative Education Oversight Committee by December 1, 2020.

Task Force terminates on December 1, 2020, or upon filing its final report, whichever comes first; members serve without compensation but may receive travel and subsistence reimbursement.
