House Bill 90 Summary

• Department of Public Instruction's Exceptional Children Division must incorporate a formal evaluation system into its policies and procedures to collect customer satisfaction data on technical assistance programs including the New Directors' Leadership Institute, annual conferences, regional consultant assistance, regional meetings, and webinars.

• Department of Public Instruction must report to the Joint Legislative Education Oversight Committee by December 15, 2019 on implementation of the evaluation system.

• Government Data Analytics Center, in conjunction with Department of Health and Human Services and Department of Public Instruction, must study the feasibility of local education agencies participating in NC HealthConnex as Medicaid providers, including technology gaps, connection costs, and whether to extend the mandatory participation deadline.

• Government Data Analytics Center must report study results by October 1, 2019 to the Joint Legislative Oversight Committee on Health and Human Services, Joint Legislative Program Evaluation Oversight Committee, Joint Legislative Oversight Committee on Information Technology, and the Fiscal Research Division.

• Bill becomes effective when signed into law.
