Appropriates $500,000 for fiscal year 2019-2020 and $500,000 for fiscal year 2020-2021 to the National Math and Science Initiative (NMSI) for a K-8 Military-Connected Schools Pilot Project.

Directs NMSI to deploy highly effective teachers to train educators and provide enhanced educational technology capabilities to Wayne County Schools and Onslow County Schools.

Focuses on expanding science, technology, engineering, and mathematics (STEM) opportunities for military-connected students in kindergarten through eighth grade.

Requires NMSI to submit reports by April 15, 2020, and annually thereafter while expending state funds, including data on student outcomes and expenditure details to the Joint Legislative Education Oversight Committee.

Becomes effective July 1, 2019.
