Establishes a Joint Legislative Study Committee with 18 members (5 appointed by House Speaker, 4 by House Minority Leader, 5 by Senate President Pro Tempore, 4 by Senate Minority Leader) to evaluate secured and unsecured appearance bonds in North Carolina's criminal pretrial release system.

Committee shall examine alternative conditions of release or pretrial release systems not contingent on monetary payment, and opportunities to use GPS monitoring or house arrest in place of secured or unsecured appearance bonds, especially for nonviolent charges.

Committee members receive per diem, subsistence, and travel allowances and may exercise all powers under G.S. 120-19 and G.S. 120-19.1 through G.S. 120-19.4, including subpoena authority.

Committee must submit an interim report by August 1, 2019, and a final report by December 31, 2019, then terminate upon the earlier of December 31, 2019, or filing of the final report.

Effective upon becoming law.
