Creates a Joint Legislative Study Committee on the State prison health care system consisting of 18 members appointed by House and Senate leadership, with two co-chairs appointed by the Speaker and President Pro Tempore.

Committee shall examine patient outcome assessment methods, medical tracking systems, whether a centralized governing body should oversee inmate medical care, and whether health accreditations and uniform standards are needed.

Committee members receive per diem, subsistence, and travel allowances, and may meet in the State Legislative Building or Legislative Office Building with assigned professional and clerical staff support.

Committee has power to request information and documents from state officers and agencies and to subpoena witnesses during its official duties.

Committee must submit an interim report by August 1, 2019, and a final report by December 31, 2019, after which it terminates.
