Guarantees defendants the right to a trial or hearing within a reasonable time of their appearance, with courts required to grant such hearings upon defendant's motion.

Allows persons to avoid restoration fees if they satisfy payment conditions before the revocation order becomes effective, but requires restoration fees for all other cases unless the person is indigent.
