• Exempts mixed beverage permittees and their employees from obtaining purchase-transportation permits when purchasing fortified wine or spirituous liquor, effective July 1, 2019.

• Requires the ABC Commission to submit quarterly reports to the Joint Legislative Oversight Committee on Justice and Public Safety regarding the process for obtaining a state warehouse services contract, beginning October 15, 2019, with reporting to expire upon contract award or January 1, 2022.

• Allows ABC stores to sell individual bottles from special orders of spirituous liquor and requires the ABC Commission to develop an Internet-based system for local ABC boards to share and sell surplus special item case bottles and for mixed beverage permittees to track special orders online.

• Permits local ABC boards to charge delivery fees when delivering spirituous liquor to mixed beverage permittees and allows mixed beverage permittees to contract with independent contractors for delivery, effective July 1, 2019.

• Allows counties and cities to adopt ordinances permitting ABC stores to operate and sell alcoholic beverages on Sundays (with mandatory consultation with local ABC boards) and authorizes spirituous liquor tastings at ABC stores where locally approved, both effective July 1, 2019.
