H912 Summary

• Private church schools and qualified nonpublic schools are encouraged to adopt school risk management plans in coordination with local law enforcement and emergency management agencies to address school violence incidents.

• Private schools are encouraged to conduct full school-wide lockdown exercises at least once annually with local law enforcement and emergency management agencies.

• Employees and volunteers of private schools may carry handguns on school property with written authorization from both the school board/administrative director and the local sheriff, provided they hold a valid concealed handgun permit and complete minimum 8 hours of annual gun safety training beyond standard concealed carry requirements.

• Persons with valid concealed handgun permits may carry handguns at places of religious worship located on school property while attending worship services, funerals, weddings, and other religious functions, as long as students are not attending class.

• The bill becomes effective December 1, 2019.
