Extends the timeframe for ex parte domestic violence protection order (DVPO) hearings from 10 days to 10 days from issuance or 7 days from service of process, whichever occurs later.

Authorizes magistrates to issue ex parte DVPO orders when district court judges are unavailable for 4+ hours, with orders expiring and requiring scheduling of a hearing before a district court judge by the end of the next business day.

Requires defendants ordered to attend abuser treatment programs to begin attendance within 60 days and establishes a mandatory compliance review hearing scheduled at the time the original order is entered.

Allows defendants to dismiss the 60-day compliance review hearing by presenting written proof of enrollment and regular attendance at an abuser treatment program to the court clerk.

Takes effect December 1, 2019, and applies to all domestic violence protection orders issued on or after that date.
