Transfers governance of three North Carolina residential schools (Governor Morehead School for the Blind, Eastern North Carolina School for the Deaf, and North Carolina School for the Deaf) from the State Board of Education to individual boards of trustees, effective July 1, 2020.

Establishes 11-member boards of trustees for each school with appointments distributed as follows: 4 members by Speaker of the House, 4 by President Pro Tempore of the Senate, 2 by Governor, and 1 by chair of State Board of Education.

Grants each board of trustees corporate powers to receive donations, manage real and personal property, enter contracts, and sue or be sued in their own name while remaining administratively housed within the Department of Public Instruction.

Requires each board to adopt rules for school administration and admission criteria while remaining subject to State Board of Education rules under the Administrative Procedure Act.

Appropriates $1,500,000 in recurring funds for the 2020-2021 fiscal year to support residential school operating expenses and personnel, with all campus rental proceeds allocated to the boards of trustees.
