Appropriates $1,600,000 in recurring General Fund monies for the 2019-2020 fiscal year to the Cheatham-White Scholarships Fund.

Expands the Cheatham-White Scholarships program to include Winston-Salem State University in addition to North Carolina Agricultural and Technical State University and North Carolina Central University.

Authorizes up to 50 scholarships per academic year (40 resident, 10 nonresident) to be awarded at each of the three universities.

Each fully-funded four-year scholarship covers tuition, fees, housing, meals, textbooks, laptop, supplies, travel, personal expenses, and four summers of enrichment opportunities.

Becomes effective July 1, 2019, with scholarship nominations beginning during the 2019-2020 school year for the 2020 fall academic term.
