Appropriates $345,564 recurring annually for the 2019-2021 fiscal biennium to the State Board of Elections for three compliance investigator positions and two data analyst positions.

Requires county boards of elections to record the name of any person or entity delivering a written request form for absentee applications and ballots in the official register.

Makes it a Class 2 misdemeanor for any person to sell or attempt to sell a completed written request form for absentee ballots or condition its delivery upon payment.

Makes it a Class 2 misdemeanor for any person to be compensated based on the number of written requests for absentee ballots submitted.

Section 1 becomes effective July 1, 2019; remaining provisions effective upon enactment and apply to elections held on or after that date.
