Appropriates $15,050,000 for fiscal year 2019-2020 and $25,200,000 for fiscal year 2020-2021 from the General Fund to the Department of Health and Human Services, Division of Child Development and Early Education for the NC Pre-K program.

Allocates $10,150,000 (2019-2020) and $20,300,000 (2020-2021) specifically for new NC Pre-K program slots to serve any child seeking to participate.

Allocates $4,900,000 for each year of the 2019-2021 biennium for administrative expenses to expand the NC Pre-K program.

Eliminates eligibility requirements for NC Pre-K program participation beginning with the 2019-2020 school calendar year, with the only requirement being that children must be four years of age on or before August 31 of the program year.

Becomes effective July 1, 2019.
