Department of Health and Human Services, Division of Mental Health, Developmental Disabilities, and Substance Abuse Services shall oversee development and establishment of a two-year opioid pilot program in Surry County through Northern Hospital District's Pain Management Team.

Pilot program provides opioid use disorder treatment and recovery services to uninsured individuals, utilizing existing and evolving best practice approaches including alternative pain management practices.

Program terminates on June 30, 2021, with comprehensive evaluation required by December 1, 2021, submitted to the Joint Legislative Oversight Committee on Health and Human Services.

Evaluation must include expenditure breakdown, number and demographics of individuals served, objective measurable outcomes, and recommendations for extending or replicating the program across other counties.

$500,000 in nonrecurring General Fund appropriation allocated to Northern Hospital District of Surry County for establishment and operation of the pilot program, effective July 1, 2019.
