Allows Elizabeth City-Pasquotank Public Schools, Gates County Schools, and Hertford County Schools to set earlier school opening dates with State Board of Education approval upon showing of good cause.

Permits opening dates as early as the Monday closest to August 19 (instead of the standard Monday closest to August 26) if schools in the administrative unit have closed eight or more days per year during any four of the last 10 years due to severe weather, energy shortages, power failures, or other emergencies.

Maintains existing requirements that school calendars must provide sufficient days to accommodate anticipated makeup days due to school closings.

Effective when signed into law, applies beginning with the 2019-2020 school year.
