Appropriates $2,500,000 in nonrecurring funds from the General Fund for each year of the 2019-2021 fiscal biennium to the Department of Public Instruction for a grant to the Triangle Literacy Council.

Requires establishment of at least 20 new juvenile literacy centers serving court-involved and at-risk youth, with at least one center in each of 20 specified counties: Alamance, Brunswick, Caswell, Chatham, Craven, Cumberland, Durham, Franklin, Granville, Harnett, Johnston, Jones, New Hanover, Onslow, Orange, Pender, Person, Vance, Wake, and Warren.

Triangle Literacy Council must submit annual reports by September 1 to the Joint Legislative Education Oversight Committee and Fiscal Research Division detailing activities and use of state funds.

Becomes effective July 1, 2019.
