Appropriates $25,000 in nonrecurring funds from the General Fund to the Department of Public Instruction for the 2019-2020 fiscal year as a grant to Augenblick, Palaich and Associates Consulting (APA).

Directs APA to develop recommendations on how to categorize and set funding levels for students with disabilities, expanding on its 2010 report "Recommendations to Strengthen North Carolina's School Funding System."

Requires APA to examine funding disparities across school systems, compare funding allocation methods based on disability severity versus service level required, and analyze how other states differentiate special education funding.

Mandates APA submit recommendations and supporting findings, including proposed legislation, to the Joint Legislative Education Oversight Committee on or before November 1, 2019.

Takes effect July 1, 2019.
