Establishes a preference for qualified disabled veteran-owned businesses bidding on North Carolina state construction or repair contracts, defined as businesses 100% owned by veterans with a 60% or higher service-connected disability rating (spouses may own up to 50%).

Allows qualified disabled veteran-owned businesses with bids within 10% of the lowest responsible bid to match that lowest bid and be awarded the contract, unless the lowest bid was already from a qualified disabled veteran-owned business.

Requires bidding businesses to submit DD Form 214, proof of service-connected disability rating from the Department of Veterans Affairs, and proof of business registration with the North Carolina Secretary of State's Office.

Appropriates $10,000 in nonrecurring funds to the Department of Administration's State Construction Office for the 2019-2020 fiscal year to implement the preference program.

Becomes effective October 1, 2019, and applies to all state construction or repair contract bids submitted on or after that date.
