Modifies the Foster Care Transitional Living Initiative Fund to support evidence-based transitional living services for youth ages 17-21 transitioning from foster care, with private sector matching at least 50% of appropriated funds.

Appropriates $500,000 recurring annually for the 2019-2021 fiscal biennium to the Department of Health and Human Services, Division of Social Services, for the Foster Care Transitional Living Initiative Fund.

Appropriates $350,000 recurring annually for the 2019-2021 fiscal biennium to the Department of Natural and Cultural Resources to support the North Carolina Symphony, with $50,000 designated for public school performance access without transportation.

Appropriates $250,000 recurring annually for the 2019-2021 fiscal biennium to the Department of Commerce for Prospera, a Latino small business outreach program in Charlotte.

Appropriates $4,500,000 nonrecurring for University of North Carolina at Charlotte building renovations, $5,000,000 recurring annually for public libraries funding, and $250,000 nonrecurring for the NC Kids Digital Library program.
