Appropriates $1,725,500 recurring annually for the 2019-2021 fiscal biennium from the General Fund to the Department of Health and Human Services, Division of Social Services.

Provides a 50% state match for participating counties to establish new quality assurance positions for child welfare services within county social services offices.

Allocates positions based on county population, with counties having at least 1% of state population each receiving one position and smaller counties sharing positions as determined by the Division.

Requires the Division to implement a comprehensive continuous quality improvement (CQI) training plan for all staff providing introductory and ongoing training on the Division's CQI plan, policies, and requirements.

Becomes effective July 1, 2019.
