Increases State Consumer and Family Advisory Committee (State CFAC) membership from 21 to 27 members, maintaining composition of adult consumers and family members of consumers of mental health, developmental disabilities, substance abuse, and traumatic brain injury services

Doubles appointments from the President Pro Tempore of the Senate (3 to 6 members), Speaker of the House (3 to 6 members), and North Carolina Association of County Commissioners (3 to 6 members), with specific regional distribution requirements

Eliminates the Council of Community Programs as an appointing authority, allowing current members appointed by that body to serve out their terms before redistribution to other appointing authorities

Requires at least two of the Senate and House appointees to be adult consumers or family members of consumers of traumatic brain injury services

Appropriates $70,000 in recurring funds for each of fiscal years 2019-2020 and 2020-2021 to support the State CFAC operations, effective July 1, 2019
