Transfers $360,200,000 from the General Fund to the Department of Transportation to reimburse funds spent resolving transportation corridor official map claims under Article 2E of Chapter 136 of the General Statutes.

Requires the Department to use transferred funds to restart or continue preliminary engineering for projects suspended as of August 30, 2019, with remaining funds available for cash flow needs through June 30, 2020.

Makes Savings Reserve funds available to the Department of Transportation for nationally declared disaster relief upon General Assembly appropriation, with a $300,000,000 limit per disaster.

Transfers $301,000,000 as a loan from the Savings Reserve to the Highway Fund's General Maintenance Reserve to avoid delays in project management and contract letting due to disaster relief expenses.

Requires the Department to repay the $301,000,000 loan in three equal installments by June 30, 2021, June 30, 2023, and June 30, 2025, with federal disaster reimbursements prioritized for repayment beginning July 1, 2021.
