Creates the Information Technology Strategy Board within the Department of Information Technology, composed of the State CIO (chair), State Budget Officer, UNC President, Community College System President, Secretary of Administration, one Governor-appointed citizen with technology background, four legislative members (two from Senate, two from House), and the State Auditor as a nonvoting member.

Board members appointed by Governor serve four-year terms expiring January 1, 2021; legislative members serve two-year terms expiring January 1, 2021; board members cannot be employed by or serve on boards of technology vendors to the State.

Assigns the Board powers to advise the State CIO on IT policies, establish committees for industry best practices, create guidelines for project review, recommend prioritized business system technology projects, and develop a five-year prioritization plan; Board must report annually to the Joint Legislative Oversight Committee on Information Technology and Fiscal Research Division.

Establishes the Information Technology Strategy Reserve funded by 0.4% of net State tax revenues deposited in the General Fund annually, plus interest earnings and any other General Assembly-directed funds; Reserve funds support Board-recommended business system technology projects and agency IT projects upon General Assembly appropriation.

Appropriates $1,000,000 in nonrecurring funds to the Reserve for fiscal year 2019-2020; Act becomes effective July 1, 2019.
