Creates the "Homegrown" Teachers pilot project within the North Carolina Community Colleges System Office to increase the supply of teachers for underserved areas across the state.

Requires the UNC System to select five constituent institutions with colleges of education and identify nearby community colleges to establish 2+2 articulation agreements, with participants completing a minimum of 60 credit hours at their hometown community college.

Directs the NCCC to study pilot outcomes and report to the Joint Legislative Education Oversight Committee by July 1, 2021 on articulation agreements, mechanisms to increase STEM, Special Education, English, and Elementary Education teacher certification, and additional financial costs.

Appropriates $200,000 in nonrecurring funds for fiscal years 2019-2020 and 2020-2021 to implement the pilot and hire necessary staff.

Becomes effective July 1, 2019.
