Appropriates $272,500 in recurring funds and $27,500 in nonrecurring funds from the General Fund to the Department of Public Instruction for fiscal year 2019-2020.

Directs funds to the North Carolina Foundation for Public School Children as grant-in-aid for the North Carolina Teacher Cadet Program.

Allocates funding for curriculum development, teacher training workshops, startup classroom grants, statewide meetings for participating school districts, student development, and university/community college partnerships.

Includes funding for recruitment plans targeting tier 1 counties and male minority teachers, as well as program tracking software and part-time staff coordination.

Becomes effective July 1, 2019.
