Appropriates $120,000 in nonrecurring funds for the 2020-2021 fiscal year to establish the Expanding Access to Advanced Placement Courses Pilot Program.

Eligible teachers receive a one-time $3,000 bonus if they are not teaching AP courses in 2019-2020 but agree to teach at least one AP course in 2020-2021, with each school administrative unit able to apply for up to two eligible teachers.

Teachers must meet additional requirements: employment in a development tier one county or school with D/F performance grades in 2018-2019, and employment at a school offering two or fewer AP courses.

Bonuses awarded on a first-come, first-served basis by October 31, 2020 for spring semester courses or March 31, 2021 for fall semester courses, and do not count as retirement system compensation.

State Board of Education must evaluate the program's effect on post-secondary readiness and academic success, reporting results to the Joint Legislative Education Oversight Committee and Fiscal Research Division by September 1, 2021.
