Designates 21 road portions across North Carolina as the "Lafayette Trail" to commemorate the Marquis de Lafayette's 1825 visit to the United States and his contributions to American independence.

Appropriates $84,000 from the Highway Fund for the 2019-2020 fiscal year to manufacture 42 highway markers bearing the Lafayette Trail logo used by the American Friends of Lafayette.

Requires the Department of Transportation to consult with the American Friends of Lafayette to determine marker locations and to erect and maintain all markers in conformance with the Manual on Uniform Traffic Control Devices.

Mandates the Department of Transportation to report annually to the Joint Legislative Transportation Oversight Committee by March 1 on the use of appropriated funds until spent or reverted.

Takes effect upon enactment and recognizes the 200th anniversary of Lafayette's 1825 return to the United States in 2025 and the 250th anniversary of the American Revolution in 2026.
