Relocates the Alcohol Law Enforcement Branch from the State Bureau of Investigation to become a separate division of the Department of Public Safety, effective October 1, 2019.

Clarifies that alcohol law-enforcement agents have primary responsibility for enforcing ABC laws, lottery laws, and tobacco access laws, with authority to arrest for crimes of violence and breach of peace.

Transfers the Boxing Advisory Commission to the Department of Commerce, renames it the "Boxing Commission," and grants it independent rule-making authority under Chapter 150B of the General Statutes.

Modifies the Boxing Commission structure by increasing Governor-appointed voting members from one to two and requiring General Assembly appointments (rather than direct legislative appointments) for two positions.

Transfers one Administrative Specialist II position from the Alcohol Law Enforcement Division to the Boxing Commission and allows three additional positions within ALE to convert from receipt-supported to General Fund support.
