Establishes Top-Performing Student/UNC Tuition Scholarship program providing tuition coverage up to the cost of attendance at UNC constituent institutions for a maximum of eight academic semesters.

Eligible students must graduate in top 10% of public high school class in North Carolina, be state residents, gain admission to UNC institution, and sign letter committing to remain North Carolina resident for four years after graduation.

Scholarships renewed annually if student maintains 3.0 cumulative grade point average and completes minimum 30 semester credit hours per academic year.

Scholarship amounts reduced if student receives other scholarships or grants, ensuring total aid does not exceed cost of attendance.

Appropriates $174,817,800 in recurring General Fund dollars to the North Carolina UNC Tuition Scholarship Fund Reserve for 2019-2020 fiscal year and increases corporate tax rate from 2.5% to 3.15%, effective January 1, 2019.
