Allocates funds to local school administrative units and charter schools based on the average percentage of students with limited English proficiency over the past three years, only if the unit has at least 20 such students or they comprise at least 2.5% of average daily membership.

Permits use of allocated funds for classroom teachers, teacher assistants, tutors, textbooks, instructional materials, transportation costs, and staff development for students with limited English proficiency.

Requires the Department of Public Instruction to prepare an annual head count of students classified with limited English proficiency by December 1 each year, with assessments at least once every three years.

Directs the State Board of Education to study the LEP allotment and report findings by December 31, 2019, including recommendations on funding factors for multiple languages, bilingual education programs, and models to eliminate achievement gaps.

Appropriates $3,400,000 in recurring funds from the General Fund to the Department of Public Instruction for the 2019-2020 fiscal year to increase the LEP allotment; effective July 1, 2019.
