Senate Bill 101 Summary

• Establishes new performance standards for educator preparation programs (EPPs) based on student proficiency, educator satisfaction surveys, employment rates, and retention of beginning teachers for at least three years after licensure.

• Requires EPPs to submit annual performance reports including detailed data disaggregated by race, sex, and ethnicity covering applications, admissions, completions, employment, retention, graduation rates, and exam scores.

• Directs the State Board of Education to create annual public report cards for each EPP and develop a formulaic, performance-based weighted model to compare program performance by November 15, 2019.

• Establishes a small group exception rule allowing EPPs to forego data disaggregation when demographic groups are too small, with alternative performance assessment methods determined by the State Board.

• Requires the State Board to adopt implementing rules by October 1, 2019, with report cards available to the public beginning December 15, 2019, and submitted annually to the Joint Legislative Education Oversight Committee.
