Enacts the "Agreement Among the States to Elect the President by National Popular Vote" into North Carolina law, allowing the state to join other states in this interstate compact.

Requires member states to conduct statewide popular elections for President and Vice President, with each state's chief election official calculating a combined national popular vote total across all member states.

Directs each member state to appoint its presidential electors to the slate associated with the winner of the national popular vote, rather than the state's own popular vote winner.

Agreement takes effect only when states representing a majority of electoral votes (270 of 538) have enacted it, and allows member states to withdraw except during the six months before a presidential term ends.

Designates the State Board of Elections as North Carolina's chief election official and the Governor as the presidential elector certifying official for implementing the compact's requirements.
