Increases fines for ABC violations: first violation up to $500, second violation within three years up to $750, third violation within three years up to $1,000; violations involving violence, controlled substances, or prostitution carry higher penalties up to $1,250 for third violation.

Permits ABC Commission to accept compromise offers up to $10,000 from permittees with multiple violations involving acts of violence or drug/prostitution activity on licensed premises, as alternative to permit revocation.

Authorizes immediate summary suspension or revocation of permits for 30 days when five or more persons are criminally charged following an undercover operation, without prior hearing.

Creates new "private bar" category as for-profit entities open only to members and guests (distinct from existing non-profit private clubs), eligible for multiple permit types including malt beverage, wine, and mixed beverage permits.

Requires private clubs to qualify as tax-exempt organizations under Internal Revenue Code Section 501(c) and be in operation minimum 12 months prior to ABC permit application, effective for new permits issued after the bill's enactment.
