Appropriates $4,471,149 in nonrecurring funds to the Division of Adult Correction and Juvenile Justice for FY 2019-2020 prison safety equipment, including $2,448,102 for IT security upgrades for mandown technology and cameras, $730,937 for security netting, $400,000 for stab-resistant vests, $675,360 for key lock boxes, and $216,750 for metal detectors.

Requires the Department of Public Safety to submit quarterly reports to the Joint Legislative Oversight Committee on Justice and Public Safety beginning November 1, 2019, through the end of FY 2019-2021 biennium covering prison reform initiatives including staffing, training, discipline policies, contraband prevention, and infrastructure improvements.

Clarifies that certain appropriations in House Bill 966 and other 2019 salary and benefits bills are described as "departmental receipts" rather than "state funds" for the 2019-2021 fiscal biennium.

Approves the North Carolina Temporary Assistance for Needy Families State Plan for FY 2019-2022 and designates Beaufort, Caldwell, Catawba, Lenoir, Lincoln, Macon, and Wilson counties as Electing Counties with hold-harmless protections for Work First Family Assistance allocations.

Becomes effective July 1, 2019.
