Removes Alexander and Burke counties from the list of counties where the coroner fills a sheriff vacancy, while keeping them under the general vacancy-filling procedure for sheriffs in G.S. 162-5.1

Requires boards of commissioners consulting the county executive committee of the original sheriff's political party before filling a vacancy, with 30 days to make a recommendation

Adds Burke County to the list of counties with special vacancy-filling procedures for the register of deeds office under G.S. 161-5(a2)

Adds Burke County to the list of counties subject to vacancy-filling procedures for the board of commissioners under G.S. 153A-27.1(h)

Effective upon ratification on March 19, 2019
