Amends G.S. 18B-600(e3) to establish eligibility criteria for small towns to hold mixed beverage elections in North Carolina.

Towns located in counties bordering the Neuse River and Pamlico Sound may hold elections if they have at least 200 registered voters, their county has not approved mixed beverage sales, and the county has only one city that has approved such sales.

Alternatively, towns with at least 200 registered voters, less than one square mile of total area, an operating ABC store, and located in counties with at least three cities that have approved mixed beverage sales may hold elections.

Permits mixed beverage permittees in towns that approve sales to purchase liquor from any ABC store designated by local ABC boards in other cities that have approved mixed beverage sales.

Effective upon enactment into law.
