Converts Guilford County Board of Education elections from partisan to nonpartisan beginning in 2020, with candidates' names printed on ballots without party affiliations.

Establishes nonpartisan primary and election method under G.S. 163A-1618, with candidate filing period set by Guilford County Board of Elections.

Maintains nine-member board structure consisting of one member elected from each of eight single-member districts and one member elected at large from the entire county.

Preserves terms of office for members elected in 2016 or 2018 under the previous partisan system, allowing them to serve until successors are elected and qualified.

Removes Guilford from the list of counties covered under G.S. 115C-37.1(d) regarding partisan-basis board vacancies, effective the first Monday in December 2020.
