Shifts regular municipal elections in Black Mountain, Biltmore Forest, and Ronda from odd-numbered years to even-numbered years, effective beginning in 2020.

In Black Mountain, three aldermen are elected in 2020 and quadrennially thereafter; the mayor and two aldermen are elected in 2022 and quadrennially thereafter, all serving four-year terms.

In Biltmore Forest, the mayor and three commissioners are elected together in 2020 and quadrennially thereafter for four-year terms.

In Ronda, the mayor and two commissioners are elected in 2020 and quadrennially thereafter; three commissioners are elected in 2022 and quadrennially thereafter, all for four-year terms.

No municipal elections are conducted in any of the three towns in 2019; current office holders' terms are extended until the next election cycle (2020 or 2022 as applicable).
