Authorizes doctors of medicine, nurse practitioners, physician assistants, and doctors of osteopathy licensed in North Carolina to prescribe and provide hyperbaric oxygen therapy to veterans for traumatic brain injury and posttraumatic stress disorder treatment.

Defines "authorized medical professional" as physicians, nurse practitioners, physician assistants, and osteopathic doctors licensed in the State.

Requires hyperbaric oxygen therapy treatment to use FDA-approved chambers or devices with appropriate FDA-approved investigational device exemptions, and to comply with standard approved treatment protocols.

Permits North Carolina veterans diagnosed with traumatic brain injury or posttraumatic stress disorder by an authorized medical professional to receive hyperbaric oxygen therapy treatment in the State.

Becomes effective October 1, 2019.
