Authorizes the North Carolina State Lottery Commission to license and regulate off-track pari-mutuel horse race wagering through a new Article 9 in Chapter 18C of the General Statutes.

Requires applicants to obtain a license from the Commission with application fees not to exceed $1,000 per location, with annual renewal required.

Mandates licensed organizations remit at least 20% of all money wagered quarterly to the Commission's State Lottery Fund and maintain detailed wagering records subject to Commission inspection and independent audits.

Prohibits persons under age 18 from participating in pari-mutuel wagering and establishes a Class 1 misdemeanor penalty for violations; bars Commission members, the Director, Commission employees, and their immediate household members from wagering.

Requires compliance with federal law (15 U.S.C. § 3001, et seq.) and grants the Commission authority to establish regulations, deny licenses, and revoke or suspend licenses for rule violations.
