Amends the Charter of the City of Greensboro to authorize establishment of a race- and gender-neutral small business enterprise program to promote small business development in the Greensboro Metropolitan Statistical Area

Allows the City to define "small business enterprise," establish subcontracting goals and good-faith effort requirements, and consider bidder compliance with these requirements when awarding City contracts

Permits the City to refuse to award contracts to bidders determined to have failed to comply with small business enterprise program requirements

Requires that existing veteran, minority, and women's business participation goals under state law take precedence over small business enterprise participation goals

Becomes effective upon enactment
