Codifies North Carolina Department of Public Safety policy prohibiting restraints on pregnant prisoners and detainees during pregnancy, labor, transport, delivery, postpartum recovery, and for 8 weeks after birth, except in extraordinary circumstances requiring individualized determination.

Prohibits leg or waist restraints under all circumstances on prisoners or detainees in labor or delivery.

Requires immediate removal of all restraints if a physician, obstetrical provider, nurse, or health professional requests removal.

Mandates corrections officials document in writing within 10 days the extraordinary circumstances justifying restraint use, with records retained for at least 5 years and available for public inspection without identifying prisoner information.

Appropriates $250,000 to the Department of Public Safety for fiscal years 2019-2020 and 2020-2021 for policy implementation, education, and training, with most provisions effective October 1, 2019.
