Aligns North Carolina's definition of developmental disability with federal law by clarifying that it includes mental or physical impairment or combination of mental and physical impairments.

Authorizes a co-payment graduated schedule for behavioral health, intellectual and developmental disabilities, and substance use disorder services based on Medicaid co-payments, with families at 300% or greater of federal poverty level eligible to pay applicable co-payments.

Allows Chief Medical Examiner to appoint temporary county medical examiners during declared states of emergency, and expands eligibility to include retired physicians, paramedics, certified medicolegal death investigators, and pathologist assistants.

Establishes confidentiality protections for death investigation information and records provided to the Office of the Chief Medical Examiner by public entities, preventing such records from becoming public unless they were already public in the original entity's possession.

Adds exemption for psychiatrists licensed under Article 1 of Chapter 90 from mandatory reporting requirements in crimes against juveniles cases if privilege would prevent them from reporting.
